Summary
Isn't it somewhat bizarre for the Rail Regulator to fine Network Rail (a non-profit making company) pounds14 million because it failed to complete the modernisation of the West Coast Main Line, near Rugby, in the New Year?
While appreciating the problems caused to both train operators and passengers because of this, I had understood from reports at the time it was Network Rail which was let down by its sub- contractors, and by the fact that certain key maintenance staff were not available over the time of the maintenance/renewal period.See the full content of this document
