There is very little substance to the promotional arguments of the various authorities but lots of self-interest: The council, predictably, needs Tesco cash to sponsor new housing; the highways department values free Tarmac at the expense of disability access and green spaces; Network Rail wants to close the level crossing simply to save money, whatever the effect on traffic.See the full content of this document
