Summary


I UNDERSTAND that the Chancellor of Exchequer has nine criteria on which he makes his tests on financial scrutiny and stability in order to reduce the deficit left to this country by the previous administration.

These include: Is it (the service) essential? Must the Government be involved? Does it make economic sense? Willy the needy gain? Could it be cheaper? Could it be more effective? Could the private sector do it better? Can the private sector be paid according to performance? and Can it be done locally? Whether these tests are in the order of considered priority is unknown, however many of the public services for both children and the elderly need to be carried out at local level. And certainly not, as Lincolnshire County Council seem to imply (June 18) that respite and day care centres, such as those at Nettleham, Sleaford, Lincoln and Gainsborough should be closed and those services privatised.
