THERE is still a lot of nonsense being published about councils using the Regulation of Investigatory Powers Act (RIPA) to investigate minor crimes.

The previous Government introduced RIPA to ensure that the "powers that be" do not use covert methods such as "honey traps" as in the Colin Stagg case.
